Boulder, Colorado's new smart-grid project is already stretching the limits of cost expectations and the rest of the state has to foot the bill.
Xcel Energy has completed construction of the infrastructure and launched the remaining software to enable all SmartGridCity operational functions in the city of Boulder, Colorado. According comapny officials, this step makes it the "first fully functioning smart grid enabled city in the world."
